Collins Cole Winn & Ulmer, PLLC was established in 2022, powered by experience, innovation and collaboration. The five founding partners have practiced together for decades, concentrating their practice on representation of Colorado local governments, particularly special districts, authorities, and municipalities. Together, we bring a wealth of experience in the law of local government and implement a team-oriented approach to deliver high quality legal services to our clients.

Jim Collins, Bob Cole, Kathryn Winn and Allison Ulmer established the firm in order to continue to serve clients in accordance with their highest ideals. We believe that attorneys representing local governments should have the same priority as their clients: the well-being of the community. We strive to help our clients both solve their existing legal problems and prevent future ones, working proactively to provide experienced, pragmatic legal representation in a cost-effective manner.

Our attorneys have worked closely for years with the Colorado Special District Association. Jim Collins co-founded the SDA in 1978 and Allison Ulmer is the Executive Vice President. We collaborate closely with the SDA to provide seminars and prepare publications and other educational materials dealing with the legal needs of special districts throughout the year. Our experience in this area is unparalleled, and our clients have come to trust our experience, guidance, and advocacy.
