Local Government Paralegal

LOCAL GOVERNMENT PARALEGAL JOB DESCRIPTION

Salary Range: $100,000 - $145,000, depending on experience
FLSA Status: Full-time/non-exempt

Position Summary:

Collins Cole Winn & Ulmer, PLLC, is a boutique law firm specializing in general counsel representation of local governments, including special districts, municipalities, and authorities. We are seeking a skilled and experienced individual to join our team. This position is responsible for providing paralegal support to multiple attorneys representing special districts, authorities, and municipalities. The ideal candidate will possess superb organizational skills, attention to detail, strong communication skills, and the ability to handle a multitude of tasks, work under pressure, and adapt quickly to meet deadlines.

Essential Duties, Functions, and Responsibilities:

  • Elections: Assist clients with all types of elections, including special district organization elections, board of director elections, TABOR elections, and municipal elections. Tasks include:
    • Serving as Designated Election Official (DEO) or Deputy DEO
    • Coordinating elections with counties
    • Preparing schedules of statutory deadlines
    • Reviewing property records and determining eligible electors
    • Coordinating absentee voting
    • Preparing election forms
    • Training election judges
    • Tracking and meeting election deadlines
    • Assisting with certification of results and filing with appropriate agencies
  • Statutory Compliance: Manage, track, and prepare statutory compliance deadlines, including:
    • Ensuring compliance with all annual statutory filings and actions
    • Continuing education on local government law
    • Coordinating and discussing activities with attorneys
  • Administration: Provide administrative support to clients and attorneys, including:
    • Preparing board meeting agendas and coordinating notice postings
    • Preparing and reviewing board meeting minutes
    • Monitoring progress of current projects
    • Coordinating efforts to collect delinquent water and sewer service accounts
    • Preparing and arranging for administration of certificates of appointment and oaths of office for board members
    • Preparing and filing conflict of interest disclosure statements with the Secretary of State
  • Budgets and Audits: Assist clients and attorneys in meeting state budget and audit law requirements, including:
    • Preparing annual budgets, budget amendments, audits, or audit exemption requests
    • Publishing notices of public hearings to consider budgets or budget amendments
    • Preparing resolutions and certifications for budget adoption and mill levies
    • Filing certifications of mill levies and budget documentation with local and state agencies
  • Other Responsibilities:
    • Assisting with inclusions and exclusions
    • Drafting ordinances, resolutions, pleadings, correspondence, and policies
    • Assisting with municipal code revisions
    • Assisting with property transactions
    • Responding to CORA requests

Qualifications and Skills:

  • Advanced Microsoft Word skills, including advanced formatting with styles
  • Proficient in Excel with strong understanding of core functionalities
  • Excellent written and verbal communication skills
  • Superb proofreading skills ensuring grammatical accuracy and consistency
  • Ability to work independently and as part of a team
  • Willingness to work overtime as required to meet deadlines
  • Ability to build and maintain positive relationships while maintaining client service orientation
  • Ability to work calmly and effectively in a high-pressure, deadline-oriented environment

Education, Experience, and Licenses/Certifications:

  • 3+ years as a paralegal for special districts or municipalities, preferably with a law firm; or equivalent special district management experience
  • Ability to type with a speed of at least 70 wpm with high accuracy
  • Bachelor's degree preferred; high school degree/GED required
  • A valid Colorado driver’s license
