Bart Miller’s practice focuses on local government law, primarily representing special district, municipal, library and emergency services clients as general counsel. Before joining Collins Cole Winn & Ulmer, Bart practiced at Collins Cockrel & Cole, prior to which he worked as the assistant director of the Colorado Office of Legislative Legal Services, a nonpartisan staff agency of the Colorado State Legislature.
In Bart’s 32 years with the Colorado Legislature, he focused on legislation relating to natural resources, environment, government organization, open records, open meetings, insurance, business and occupational regulation, public utilities, and employment. Bart also handled Colorado legislative branch matters relating to contract, employment, and litigation issues.
Bart was elected as a founding City Council member of the City of Centennial, Colorado, serving from 2001 – 2008. Bart was Mayor Pro Tem of Centennial for four years and served as a Director of the Urban Drainage and Flood Control District (Mile High Flood District). In addition, he has been a Director of the Willows Water District and the Arapahoe County Water and Wastewater Authority (ACWWA). Bart was also a founding Director of the Southeast Metro Stormwater Authority (SEMSWA).
