Bart Miller’s practice focuses on local government law, primarily representing special district, municipal, library and emergency services clients as general counsel. Before joining Collins Cole Winn & Ulmer, Bart practiced at Collins Cockrel & Cole.

Before private practice, Bart worked for 32 years at the Office of Legislative Legal Services at the Colorado Legislature. In that capacity, he focused on legislation relating to natural resources, environment, government organization, open records, open meetings, insurance, business and occupational regulation, public utilities, and employment. Bart also handled Colorado legislative branch matters relating to contract, employment, and litigation issues.

Bart was elected as a founding City Council member of the City of Centennial, Colorado, serving from 2001 – 2008. Bart was Mayor Pro Tem of Centennial for four years and served as a Director of the Urban Drainage and Flood Control District (Mile High Flood District). In addition, he has been a Director of the Willows Water District and the Arapahoe County Water and Wastewater Authority (ACWWA). Bart was also a founding Director of the Southeast Metro Stormwater Authority (SEMSWA).

Bart received a Bachelor of Arts with honors in political science from Brandeis University in Waltham, Massachusetts in 1980 and a Juris Doctor from Stetson University College of Law in St. Petersburg, Florida in 1983.

Bart is a presenter at the Colorado Special District (SDA) Board Member workshops that take place every June throughout Colorado, and he has spoken on multiple occasions at the annual SDA Conference and other locations. A partial list of presentations he has given is as follows:

Outside of work, Bart and his wife, Jill, are parents of two grown children whose families live in the Denver Metro area. Jill works in the financial planning industry. Bart and Jill are both avid recreational pickle ball players.
