Since 1977, Jim been a member of numerous local, state and national bar associations.  He is a member of various business and community volunteer organizations and is a former two-term mayor of the City of Littleton. Although retired, Jim continues to keep his finger on the pulse of the special district community.

Jim also co-founded the Special District Association of Colorado in 1975 and served pro bono as its Executive Vice President for 46 years, from 1975 to 2021. In 1978, he co-founded one of the first law firms emphasizing special district law, which served Colorado’s local governments for over 43 years.

Additionally, in 1973, he founded the first Colorado special district management and financial consulting firm and managed it for six years. He previously held multiple positions in local government in Michigan and Colorado.

Jim holds a bachelor’s degree, a Master of Business Administration and a Juris Doctor.
